Vietnam – Finland Innovation Partnership Program Phase 2 Launch

Hanoi, 12 December 2014

Vietnam – Finland Innovation Partnership Program Phase 2 Launch is organized at Embassy of Finland to Hanoi by Innovation Partnership Program (IPP) – Ministry of Science & Technology in co-ordination with Ministry for Foreign Affairs of Finland on 12th December 2014.

The launch is composed of two sessions: Press Conference and Workshop.

The Launch takes place with distinguished attendance of Mr. Tran Quoc Khanh, Vice Minister of Science & Technology and Mr Kimmo Lähdevirta representative of the Embassy of Finland to Vietnam; representatives from government agencies, universities, and other national and international organizations supporting innovation.

Innovation is a strong development trend all over the world today. It is a key factor in determining competitiveness and sustainable development of national economies. Taking into account the global competitive context after Vietnam’s accession to the WTO, the development of a national innovation system with enterprises at its core has become more urgent than ever.

Inheriting the successes achieved from IPP phase 1 (2009 – 2013) as a pioneering program on innovation in Vietnam, the Governments of Vietnam and Finland signed an agreement to develop IPP Phase 2. Phase 2 will be implemented until February 2018 with a total budget of 11 million euros, including 90% from the Finnish Government’s ODA, and the rest contributed by the Government of Vietnam. The competent authorities of IPP2 are the Ministry of Science and Technology of Vietnam and the Ministry for Foreign Affairs of Finland. IPP will work with leading national and international innovation partners to co-create appropriate solutions for supporting Vietnam innovation system, effectively contributing to implementation of Vietnam’s 2020 economic goals, aiming at increasing exports of innovative products and services.

IPP2 will take the initial steps in developing a world class Curriculum on innovation and entrepreneurship to be implemented at Vietnamese universities. Support for innovative projects will focus on 1) new innovative growth companies that develop new products or services to international markets,  and 2) consortiums of local actors that are developing the innovation system for the benefit of innovative companies in four key areas, including Hanoi, Da Nang, Ho Chi Minh City and Can Tho. Also in 2015, IPP will train the first Vietnam Innovation Fellows, who will be the first group of experts for extending training and support for innovation in Vietnam. The approach of IPP phase 2 (IPP2) is new compared to that of IPP1.

IPP’s support for innovative projects will be carefully selected from proposals based on market need assessment and capacity to implement the new innovation. The evaluation and selection of proposals is a competitive, fair and transparent process. To facilitate our partners interested in IPP support, IPP will organize co-creation workshops for information sharing and discussions in four focused regions, namely Hanoi, Ho Chi Minh City, Da Nang and Can Tho in January 2015. Another round of events will take place in February focusing on closer iteration of preliminary ideas of potential applicants.
